No work at new ministries this fiscal

KATHMANDU: The two newly formed ministries will run without any work till the next fiscal year that begins from July 17.

The Cabinet had restructured the ministries creating two new ones about a month ago. The Ministry of Urban Development (MoUD) and the Ministry of Cooperatives and Poverty Alleviation (MoCPA) were created. The MoUD will look into infrastructure development of municipalities, which was earlier under the Ministry of Local Development (MoLD).

The Ministry of Agriculture and Cooperatives was divided into two ministries creating the MoCPA. Creation of a Poverty Alleviation Ministry was without rationale because the poverty reduction is not oriented to a single ministry and all the ministries have been addressing the issue with different programmes, according to Dr Jagadish Chandra Pokhrel, former vice-chairman of National Planning Commission.

The Department of Urban Development and Building Construction (DUDBC) under the Ministry of Physical Planning and Works (MoPPW) and the Municipal Management Division of MoLD have been shifted to the MoUD. The MoPPW was split and merged with the Ministry of Physical Planning and Transportation and given authority to deal with infrastructure development of village development committees. Earlier, MoLD and MoPPW used to deal jointly with municipals and urban development.

There is no task at the ministry at present, said Rishi Kesh Niraula, under-secretary, MoUD. “DUDBC, has been implementing programmes in the current fiscal,” he said, adding that policies, guidelines and regulations would be developed this fiscal. “Special work will be carried out from the next fiscal year after budget for the ministry is allocated,” he said.
