KATHMANDU: The leaders are still divided over the structure of the federal provinces and the governance of the state once the country enters the federal mode. During a meeting of a committee to determine the forms of governance of the state and state restructuring under the CA on Friday in Singha Durbar the leaders failed to strike a consensus on the issue.
According to Nepali Congress parliamentary party leader Ram Chandra Poudel, the meeting concluded inconclusively as the big three parties had divergent views. Shambhu Hajara Dusad, the chairman of the committee, said that the meeting of the committee ended as the parties were not able to reach consensus. However he expected them to be able to reach a consensus soon through internal parleys among them.
The NC is in favour of the President being elected through the state assembly and the Prime Minister through the central parliament i.e. constitutional President and executive Prime Minister. However, the UML has been demanding that the President be elected by federal and central assemblies and a mixed election system. Meanwhile, UCPN-Maoist wants full proportional system of election with a directly elected executive President and a less powerful Prime Minister.
