KATHMANDU: Home Minister Bhim Rawal proposed about four billion rupees for the special security programme approved by the cabinet on Wednesday. The programme, ‘Special Programme for Effectiveness of Peace and Security, End of Impunity and Defending Human Rights 2066' presented special strategies for improving the present status of the country.
The programme plans to conduct ‘cordon and search’ in suspect areas after identification of areas with a high level of criminal activities. Similarly, 101 armed groups have been identified, who are divided into Political, Criminal, Separatist and Religious. It aims to increase the police positioned in different parts of the country and arrange Nepal Police, Armed Police Force and National Investigation Department under a unified command.
A special security plan has been extended focusing on Kathmandu valley which includes International Airport Security, Control of Criminal Activities and Establishment of Rule of Law among others. Some innovative programmes like installing CCTV in sensitive areas, emergency frisking, searches, mobilising armed security personnel on motorbikes, adopting security alarm systems and providing quasi-judicial authority to metropolitan police are also introduced under the plan.
The plan will work to rule out the closing of public offices and educational institutions. It will deploy well-equipped security personnel with adequate arms and coordinate with security staff deployed in various areas of the border.
Rawal stressed that the plan will come into effect from Thursday which will control anarchy, promote human rights and end impunity in the country.

Dear Editor It is good plan for security system, then people save their wealth and health. But we know that, we write proposal on the paper and do not implement on real life. Bravo! Good work. Will it be implemented the way it is planned? If so good. One way or the way the growing criminal activities should be tackled. Use different tactics to encounter the growing threat in all sectors, keeping in mind that the innocent are not victimized. All the best. baburam, ktm
