NC and CPN-UML have agreed to bring 1/3 budget but can't agree on the details. This is no way to run a government. How can the opposition have consensus on the budget? The party in power needs to bring the budget and the party(s) not in power must abide by it. When they are in power, they get to bring the budget. Trying to run a country by consensus is insane. It can't be done. Better to have a system whereby the ruling party gets to make the decisions and the unruling party must make opinion known and win election in order to make the next decision. If NC and CPN-UML want to truly help the country they will allow election of new CA and run their candidates. This way they can get any kind of constitution they want and even PM post when it is time. For NC and CPN-UML to just be negative and obstructionist it just prolongs the misery of Nepal and helps no one and makes themselves look greedy and foolish!
