KATHMANDU: A meeting between Nepali Congress (NC) President Sushil Koirala and President Dr Ram Baran Yadav is underway at Sheetal Niwas on Thursday.
Koirala, as reported, has reached president's office to urge the head of the state to block the full budget that the government was trying to bring through ordinance.
Koirala made his way to Sheetal Niwas the day after opposition parties submitted a memorandum to the president requesting him to reject this fiscal’s budget, which oppositions said the government was trying to bring unconstitutionally.
Sushil Koirala is also one of the signers of the memorandum.
For oppositions, Prime Minister Baburam Bhattarai is not authorised to bring the budget through ordinance as ‘he was relieved of his duty on May 27’ after the dissolution of the Constituent Assembly that doubled as Parliament.
Article 88 of the Interim Constitution say the Head of State should endorse any ordinance only if he is fully satisfied with it.
Koirala accuses govt
Earlier in the morning, Koirala accused government of not exhibiting seriousness to have a political consensus prior announcing the budget.
During his meeting with representatives of Federation of Nepali Chambers of Commerce and Industries at his residence in Maharajgunj, Koirala said his party will not accept the budget if announced sans political consensus.
