KATHMANDU: The four major political parties — the UCPN-Maoist, Nepali Congress(NC), CPN-UML and the United Democratic Madhesi Front (UDMF) are making last-minute efforts this morning to forge consensus on the two thorny issues -- forms of governance and federalism --attached to the constitution-drafting process, before they go for voting in the CA full House slated for Tuesday afternoon to decide all the contentious constitutional issues.
In the meeting of the Problem Resolution Sub-Committee (under the Constitutional Committee mandated to draft the first draft of the constitution) which is to kick off in a while at Singha Durbar political parties are anticipated to dwell over the prickly constitutional issues, which would be settled through voting if they fail to garner consensus by the afternoon.
The tangling issues of state reconstructing and forms of governance were sidelined after the two big oppositions- the CPN-UML, NC insisted that the incumbent Baburam Bhattarai-led government should step down to pave the way for a national consensus government as per the November 1 seven-point agreement.
Though the CC is assigned to prepare a first draft of the constitution based on the decision taken by a simple majority, it requires a two-thirds majority to endorse the new constitution.
