KATHMANDU: Social security and development funds in some Tarai districts have been embezzled at a massive scale, says a preliminary report of the Ministry of Federal Affairs and Local Development, pointing at the involvement of government officials in the misappropriation.
The report comes as a team led by DPM Narayan Kaji Shrestha, who also holds the federal affairs and local development portfolio, carried out surprise checks on local government offices in Dhanusha, Mahottari and Siraha this week. “The amount embezzled is about double the size of social security budget necessary for the whole district in a fiscal,” said Dinesh Kumar Thapaliya, Spokesperson for the ministry.
The monitoring team found that Rs 238.9 million of advance expenditure on the social security fund heading in Dhanusha was yet to be settled. As per government rules, advance expenditure needs to be settled prior to the end of the fiscal year.
Prempur VDC in Dhanusha was found claiming Rs 6.4 million as advance expenditure budget while some secretaries in some VDCs were transferred after withdrawing advance expenditure budget.
