KATHMANDU: The central committee meeting of the Unified CPN-Maoist today endorsed the joint document of Chairman Pushpa Kamal Dahal ‘Prachanda’ and Vice-Chairman Mohan Baidhya ‘Kiran’ with a tough note of dissent registered by a number of leaders including another Vice-Chairman Dr Baburam Bhattarai.
Dr Bhattarai and seven of his followers registered a tough note of dissent at the party headquarters, challenging most of the issues that Dahal has raised. The meeting has devised a five-point procedure to deal with the internal struggle of the party.
The central committee has decided to allow public discussions on theoretical issues sorted out by the party. The party’s immediate action plan will be discussed through the internal publication ‘Bichardhara’ and differences will be settled during the training sessions of the party slated to begin from January 17. The leaders should pledge to implement the party’s action plan uniformly.
The CC has also decided to prohibit the leaders from opposing the party’s tactical line and action plan. Members of a party committee can discuss issues by holding official meetings.
It passed proposal of chairman Dahal on the theoretical aspects of organisation and work division. “The central committee has entrusted the Standing Committee to finalise the names. If necessary, politburo of the party can also do this job,” said party spokesperson Dinanath Sharma at the end of the meeting.
The meeting has decided to organise training sessions at different parts of the country on January 17-31. Dr Bhattarai didn’t show up at the meeting today as he was heading for New Delhi to attend the Nepal Seminar organised by Vivekananda Foundation.
Dahal proposed Vice-Chairman Mohan Baidhya to head the party’s organisation and standing committee member Netra Bikram Chand ‘Biplav’ to head the party’s youth wing Young Communist League.
“The proposal was passed by a majority despite objection from the Bhattarai faction,” said a politburo member. Chand replaces politburo member Kul Prasad KC ‘Sonam’. The party has proposed to take KC at the Special Committee for Supervision, Integration and Rehabilitation of Maoist combatants. The party plans to conclude the division of responsibilities within mid-January and begin a peaceful movement for nationality, people’s democracy and livelihood from
mid-February.
