Today, most countries are democratic, and our country is one. Nearly every democratic country has a constitution. Constitution is a crucial document, according to which a country carries out its administrative as well as clerical operations.
Constitution is a fundamental unit of a nation. Constitution protects the rights of the citizens of a nation concerned. It binds the people of the nation and it forbids them not to do wrong activities in the nation. Constitution forms the basic structure of the government according to which the people are to be governed.
Constitution forms the three main organs of government. They are the legislature, executive and judiciary. It allots power to each of the three organs of the government. It effectively regulates the relationship between the organs as well as the relationship between the government and its people.
The constitution does not simply provide a recipe for an efficient government, but also deals with limitations on power. A constitution is established to restrict the abuse of power by those who conduct governmental functions. In a constitutional country, every person is treated equally.
Hence, we can say that constitution is imperative for the welfare of a nation and its citizens. A country without a constitution is just like a man without life and son without parents.
Now, Nepal doesn’t have a permanent constitution. It has an interim constitution, according to which it is carrying out all its operations. Nepal is planning to establish new and permanent constitution since 2064 BS But till now it is unsuccessful to establish the same. Since 2064 BS till today, many meetings of all political parties have been held to compose the new constitution. But those have resulted in nothing. There is no satisfaction among the major political parties of our country. For example, some parties like CPN-UML and Nepali Congress want to fragment our country into 6/13 states whereas some parties like UCPN (Maoist) and Madhesi Janadhikar Forum want to fragment our country into 10/14 states. So, in the meeting which was held on Jestha 14, 2069 BS, it was decided that there will be election on Mangsir 7, 2069 to for a new constitution.
The situation of Nepal is miserable. Discrimination regarding caste and region is increasing day by day. The status of our country is also going down day by day due to such activities of our political leaders. The political leaders are only thinking about their own prospects. None of them is thinking about our country’s future and its welfare. If they had thought about our country, then such problems might not be occurring in our country. So, for the development of our country, first of all there should be satisfaction among all political parties.
