Slaps that STUNG the Nation!

Five resounding slaps on November 10, and it’s still been a talking point across the nation. Minister of State for Agriculture and Cooperatives Karima Begam, in a fit of rage, let her hands do the talking on hapless Chief District Officer, Parsa, Durga Prasad Bhandari.

His crime? He had sent a ‘malfunctioning vehicle sans escort’ to receive the minister at Simra airport.

Before one could utter “woman emancipation”, civil servants, across the length and breadth of the country, were creating a ruckus about the outrageous assault on one of their own. Pens were hastily put down and voices raised as the civil servants did what any self-respecting person would do when injustice has been meted out — resort to protest.

The storm in a tea cup would in all probability have ended with a timely apology from the aggressor. However the lady in question proved to be made of sterner stuff. Not only did she vehemently refuse to apologise but made the nation gasp by accusing her victim of trying to outrage a woman’s modesty.

With the country’s highest politicians, including Prime Minister Madhav Kumar Nepal himself being dragged into the controversy, it was only a matter of time that the feisty lady would be forced to swallow her pride and own up to her misconduct. That she finally did in a Cabinet meeting on Wednesday, November 18, ten eventful days after the infamous incident occurred.

NOV 11: Government workers call nationwide protests.
Civil servants submit memo to Minister for Home Affairs Bhim Rawal.
Singha Durbar civil servants organise hour-long sit-in protest.
Civil servants in all government offices go on strike.
NOV 12: State Minister for Physical Planning and Construction Sanjay Kumar Shah backs Karima Begam's action on CDO.
Parsa DPO issues arrest warrant against Minister Begam.
NOV 15: Indefinite bandh called off for five days.
NOV 16: Karima Begam threatens to file a case against Parsa CDO in press conference.
NOV 18: PM meets Begam who acknowledges mistake.

INFAMOUS SLAPS IN SUB-CONTINENT

July 21, 1993: National Assembly meeting parliamentarian Golchhe Sarki slapped Local Development Minister Ram Chandra Poudel five times in the face and quietly walked out.
 
Sept 2005: Federal Law Minister of Pakistan Wasi Zafar slapped a waiter across the face several times for delaying his order, in the presence of other ministers in the Marriott Hotel in Islamabad.
 
Nov 4, 2008: Indian union minister Akhilesh Prasad Singh allegedly slapped the station manager of Kingfisher Airlines at Patna airport on Tuesday after he was not allowed to board the Patna-Kolkata flight due to his delayed arrival.
 
July 1, 2009: Member of Parliament M Jagannath allegedly slapped a bank manager in Mahabubnagar district in India when the manager, tried to put his hand around his shoulder.
 
Nov 9, 2009: MNS MLAs on Monday slapped Samajwadi Party legislator Abu Azmi inside the state assembly for taking oath in Hindi and not in Marathi.

As per news reports the CDO could only do so much - provide her with transportation in whatever was available. The minister should be made to realize that as per the Muslim code of conduct, only a fallen woman would touch a man who is not her immediate relative. As the interim Constitution promotes equality among religions, perhaps we should practice what other Muslim states do - public caning for women who dare to touch other men!

The way Begam acted with the CDO of parsa is really misconduct on the part of a minister of Nepal. I don't think that she has grown up in a good society, She doesn't know the value of the post. One could easily see how the Madhesi conflict would rather be forgotten both herself and Matrika sir being good slappers. One could see how they have no way out. Or somebody else not giving in? When all are stubborn in their fight it is better to apologise but she is a human being if she had not slapped somebody she would not be in the news at all. I never heard of Sharma Oli until today. All is Karen Landgren the minister of agriculture and so on forms part of a team that is not much beloved but she is a Minister. What strikes me is that all females are belittled eternally in Naya Nepal. Hisila, Sujata. When the men send an army to kill women and children they are respected as president but when a woman kicks once she has to go into the slammer? Because there is something about their mothers the men fear? Next thing she tells you to take off your shoes and do your homework? I love Nepali newspapers.

A LESSON FOR ALL

Indeed this is a condemnable act from a public representative but we must also see the past behavior of both the public servants. In most of the cases, bureaucrats (except a few) are so rude and such hypocrites that they need to be taught a lesson to respect all common people with proper dignity and honour. Since the Terai based ministers all belong to the common man, they have the memory of past behaviours of CDOs and SPs and this incident might be the outcome of the frustration of the past experiences of Mrs Begum. However this act is a matter of the shame of all of us and we must learn a lesson to treat everybody with due respect and dignity. A couple days before, the insult of customs officers reminded me that Terai people are no longer tame and cowed like in the past. We must change our behavior to deal with this.

The CDO might have used poor judgement in sending an old car for Ms. Begam. But it is not a civilised way to react on her part. Slapping another person is uncivilised behaviour. That person in my opinion does not even deserve to be in that position. At the same time a Minister Shaha to justify such an act is a fool's argument not a Minister's. Finally I like to note that this is the culture we learned from Maoist. If someone goes against your will slap him/ her.

If she had been slapped, - then her actions would be considered an act of compulsion. What arrogance? A new car? Why am I surprised? This is Nepal, where the rich have always treated civil employees like their own personal slaves. Karima Begam should be punished and put in jail and fined. She definitely needs to be out of politics. If this is how she treats a civil employee, imagine the condition of her domestic help. Had she been in any country in the west, she would be in prison now, for assault.

I strongly object to the State Mininster Sanjay Kumar Shah for backing Begam's evil deeds. Minister Sanjay lai ta laaj po lagnu parne ho ki Begamko yesto laaj mardo nich kamlai pani samarthan garnu. I would have respected this Lady Minister if she had done this to punish him for asking bribery from an old Kishan lady. Feel like laughing. General people like us have no choice. Basically only the magnitude of corruptness and unethical behaviour is different. Else we all know that these kinds of ministers and CDOs are well known for such acts. And this CDO in particular is one of the most corrupt ones I know. He has been in the region frequently in Bara, Parsa to my knowledge. I had a one to one interaction with this man and I know how much this man harassed me. I had to file an appeal in Hetauda court against him. And by the way I am an engineer. I just cannot imagine how he behaves with people from villages. And bla bla bla. Anyway in this act my Minister is no doubt inexcusable and she must be fired with immediate effect.

One and only one thing that has to be noted is that the slap wasn't on person, that was on the position. If he was corrupt or something, there are other ways to things.

I think the minister should appologize not to the person but to the position.

Please don't bring religion, gender, and regional issues. That hurts in this transitional phase that we are in.

What many people stated here that CDOs are corrupt doesnt suffice the need for Karina to just slap Bhandari. And as far as bahuns are concerned, what the is the argument: whether it's Bahun or Madhesi, nobody's supressing anyone, currently, right?. And just because she's a woman, she cant slap a man at a time when the country is crying and screaming for women to be as equal as men. Karina has taken advantage of being a woman.

And if to slap someone because they're corrupt is 'right', why don't we all go and assault all the government officials, here in Kathmandu. Can we do that? It is not upto us and to the minister. It is the state who has to see if everything's going out well in the country

Begamji, Begam hi raho to achha hai.The way she threatens that she would close Birgunj if she is penalised - no where she is a nationalist. If not, then what the hell she is doing in the ministry? There are ways to go against and protest for your requirement but not physically unless you are trying to protect yourself from being killed. A car??? escorting??? Why would she need all this at her own consituency????? Who is she scared of? This means quite a lot to me. People like begam are spoiling others and training as the third class gundas on the street. Begam you may not get a second chance to become a minister, this is country's unfortunate moments that a person like you have become a minister!!!! do something to save the country and it's developments not chopping it in to pieces, if you have anywhere in your brain that you could help cut Nepal as India in 1947 then you are wrong. First of all we all are Nepalis not anybody else. Remember this as this will help you grow mentally.

This just shows the whole world what's going on in Nepal; "MOB GOVERNANCE"! I guess, it is what we all Nepalese wanted in the first place because we are the ones to put these monkeys and jungalis up there in the first place. This issue should not be taken as a regional conflict or ethnic tussle. It is just pure simple misuse of authority on Begum's part. There is absolutely no excuse what so ever for this kind of behavior.

Let me note an incident here. Chief Minister of Madhya Pradesh Shiv raj Singh Chauhan was to go for a speech in some remote location. He boarded his helicopter and left for the appoinment but got grounded in some far off location because of malfunction. He ordered his aides to get some vehicle there immediately but since the whole issue was taking time he just boarded a public transport (old cramped up bus) and left. He did not even get a seat on it and just reached his destination standing up.

This just shows how dedicated some politicians can be to what they stand for. There are good lessons to be learnt from neighbors too, only if you open your horizons.

What has happened in Parsa is just a sad and a shameful event in New Nepal's history.

Casting nai jhoor bhayepachhi ta banki cinema pani tha testai nai ta ho ni!.

We have to sympathize with her and pardon her becaue her upbringing as never taught her the most appropriate ways in which to behave in today's society. Besides, misbehaving and crossing one's lines have become the norm of the society. Karima is not alone in this - we see a microcosm of this in our society all the time. karima got the rough end of the deal only because she is now a public figure.
